Mage Protection is an Oxymoron [INCURSION]

For the first time, Jennifer heard all the things that mages had been doing. All the explosions, all the mass panic, and all the by stander injuries left her really worried. At first she didn't even believe it, but then someone caused a small tornado in the cafeteria again and she realized it was entirely plausible. Jennifer realized she probably heard about all these things in the past, but had simply forgotten. This was the first time she'd heard them all at once and it gave her perspective that she lacked before (and would probably continue to lack in a couple of hours, but that wasn't important). Something had to be done and she knew just what to do.
It seemed like a crazy idea, especially since the academy already existed, but what if there was a place were mages could safely fight each other without getting all the buildings and civilians caught in the crossfire then that seemed like a good thing. But the academy did exist and no one was using it for that purpose, so more had to be done. They had to go to the few designated areas, probably areas near the portals, without realizing what was going on. Or at least the bad people did, the good people she figured would go along with it pretty easily. That seemed possible, but first she had to figure out where these areas were and that required some cooperation from the mundanes.
Jennifer chose to start with Berlin. Trying this in some of the mage controlled territory just seemed like a bad idea because some of those mages were really scary. If this worked then maybe she could try talking to them because they probably didn't want their territory destroyed either, but she wanted something less scary as a first step. Plus, there hadn't been much mage activity in Berlin so it was mostly in tact and she wanted to keep it that way. It'd probably be a good idea to get them used to mages while mages weren't thought of as world destroying monstrosities. That way, if anything bad happened they'd be okay with getting mage help!
Unfortunately, she had no idea how to tackle such a thing. She beat her head against it for a few hours before giving up and deciding to walk right up to the capitol building to try to find whoever she needed to talk to. It went predictably. People told her that a small child shouldn't be in such a place and that no she couldn't talk to the prime minister and she could tell several of them were suppressing laughter. Jennifer puffed her cheeks out and spawned a dozen mouths to try to talk over them and suddenly there was screaming and mass panic.
Given how easy it was for her to make everyone in the area run around like chickens with their heads cut off, it was probably a good idea that she was doing something like this. Other mages were way scarier and they needed to be prepared for that.
