Shooting Star Shooting Marauders [Incursion]

The past couple of months, Hikaru had been moving carefully. Her magic was powerful and volatile, and she didn't want to make any rash decisions now that she had great power. She needed to learn more about her magic, learn how to control it so she didn't hurt anyone, and develop a reasonable understanding of what it could do when she did want to hurt someone. She had no illusions that the day when she needed to use her power like that would come. In fact, she'd spent the last several months looking into just that. The world was not so quiet and peaceful that she could afford not to fight, and her village had taken quite a bit of damage since then. Even so, she still move carefully. It didn't matter how many fires were started, how many of the people she knew died, how much of their crop was stolen, or how many times control of her village changed hands; making rash decisions wouldn't help anyone and she wanted to be sure she was going after the right people. After months of research, months of following them, and months of listening she was sure. There was no doubt in her mind anymore, these people could not be allowed to continue.
It wasn't unusual to see her starry form streaking across the sky. Hikaru went home often and this was the fastest and easiest way to get home now. However, tonight it was far brighter than usual. Normally she kept herself as dim as possible as to not disturb people more than she had to, but tonight she shone as bright as she could. Looking directly at her was like looking into the sun, and even at a distance it'd be enough to hurt any normal person's eyes. The flames on her were larger than usual as well, making the ball of light that was Hikaru look about twice as large as usual. She wasn't afraid of revealing herself like this. Something was going to happen and she wanted everyone to know. No longer was she going to sit around and wait while her village burned. They would feel every ounce of pain they inflicted on her village.
But she had no intention of killing anyone tonight. If they ran at the glowing fireball, there was little she could do, but she intended to let them get away. This was going to be their last warning and only after that would she do more.
Hikaru landed about two minutes away from the camp with a thud. Normally she turned off her power when she landed to avoid starting any fires, but this time she wanted to start a fire. There weren't many trees around, only dirt and the occasional bit of grass, so the fire wouldn't spread quickly, at least not to any areas that didn't deserve it. From there, she slowly walked forward. She could already see some people handling large baskets of goods, several of which she recognized from her village. One villager had a very distinct style in her baskets, the weave was strong and she always took extra time to decorate it with dried flowers and other elements of nature found around the village. Some were pulling along some other people. There were about a dozen, but she only recognized two of them from her village. She was going to have to be careful to assure they didn't get hurt in the cross fire.
It didn't take long for her to get to the edge of their camp. Fire was spreading from her feet, and she felt that between that and her current form that this would be sufficient for this. All she did was slowly walk forward. They would have time to run if they abandoned their camp, their captives, and their goods. If they tried to keep any of them, her flames would undoubtedly consume them. The fires were spreading fast and they hotter than any normal flame. Between her light and the lights of the fires, she had little doubt that even the capitol could see this.
"Leave this place and never return. Find somewhere to make new lives for yourselves," she shouted with an unusual twinge of darkness in her voice. "If you continue as you are I will find you. You cannot escape the watch of the sun and the stars, of the heavens themselves."
